Sec. 11-65 makes it unlawful and a nuisance for any person to make, continue or cause to be made or continued any loud, unreasonably loud, disturbing, unnecessary or excessive noise within city limits, and Sec. 11-66 lists 14 specific violations under that general ban. the following day if doing so causes a noise disturbance across a residential real property boundary. The restriction is boundary-triggered, not a blanket citywide curfew, so a loading dock backing onto another commercial lot is not covered the same way one backing onto a house is.

Sec. 11-67 exempts emergency vehicles, permitted band performances, church bells, licensed daytime remote broadcasts, and mayor-authorized public events from the whole article. Businesses that need overnight deliveries can apply for relief under Sec. 11-70: the mayor or a designee may grant a written variance listing the date, time, and conditions of the permitted activity, and violating a condition of that variance terminates it. The article, Ordinance No. 2310, was adopted November 23, 2009, and the Vestavia Hills Police Department enforces it citywide, including the police jurisdiction outside the corporate limits.

Because the loading restriction sits inside the general noise article rather than the zoning code, it applies to every commercial or multi-family loading area regardless of the underlying zoning district, stacking on top of any off-street loading berth standards found elsewhere in the zoning ordinance.
