040 gives the public works director blanket authority over every public highway, street, road and thoroughfare in the city to prohibit or limit the times when on-street parking is legally allowed. That authority is how Federal Way implements overnight parking bans, time-limited zones and other on-street restrictions location by location rather than through one fixed citywide rule written into the code. 050 ties enforcement directly to signage: once the director determines a restriction is needed, the city must erect and maintain signs stating the restriction, and the restriction has no legal effect until the sign is in place.

The code makes clear this signage requirement governs enforcement and effectiveness of the entire article. Both sections were last amended by Ordinance No. 03-449, adopted September 16, 2003, replacing the original 1990 ordinances, and are carried forward as Code 2001 sections 15-96 and 15-97.
