(g) Parking permits. Permits ... shall be issued by the License Official. (1) Upon submitting such application and supplying such proof of residence as is required by the License Official, the License Official shall issue up to three resident permits upon payment of the applicable fee to a dwelling unit within a zone for motor vehicles that are either registered in a resident's name, or otherwise under his or her exclusive control ... No more than one parking permit shall be issued to each motor vehicle for which application is made.

The City Traffic Engineer posts signs naming the restricted days and hours only after the City Council adopts a resolution creating the zone under subsection (b). Before designating a zone, the Council must find that the zone is necessary for residents' convenient parking, that it would encourage carpooling, that it protects quality of life, and that it will push nonresident vehicles toward off-street parking (subsection (c)). The License Official issues up to three resident permits per dwelling unit on proof of residency and payment of the applicable fee; a fourth or later permit requires proof that more than three vehicles are registered to the household and that available off-street parking is insufficient (subsection (g)(1)).
A permit runs with residency, not the vehicle owner personally, and stays valid only while the holder still lives in the dwelling unit or until the zone is disestablished (subsection (g)(2)). Selling, renting, or lending a permit for use on a nonresident vehicle is unlawful, and the License Official must revoke the permit of anyone convicted of that violation (subsection (g)(3)); a resident may let visitors temporarily use the resident's own allotted permits, but otherwise visitors must park in driveways or off-street lots (subsection (g)(4)).
