Wicomico County, MD Parking Rules: Preferential Parking Districts (2026)

Article V of Chapter 197, adopted by Bill No. 2000-10, creates Wicomico County's residential permit parking program. Under § 197-25, the Department of Public Works may designate a residential street or area as a permit parking area and prohibit non-permit parking there during whatever days and times it determines, after posting signs giving notice of the restriction. Section 197-27 requires a permit application to the Department listing the vehicle owner's name and address, the vehicle's make, model, license plate and registration, and the applicant's signature, plus proof of residency and vehicle ownership.

Section 197-28 caps issuance at one permit per vehicle and one per resident-owned vehicle, valid for one year, though the Department may issue permits to nonresidents who show the restriction creates a hardship. Section 197-29 adds temporary permits: for people doing business with a resident, permits for a stated period up to one year; for visitors, up to two thirty-day permits per application; and for a single day, permits the Director may grant on a showing that visitors could not otherwise park without violating the law and that traffic safety will not be impaired.

Section 197-30 requires the permit to be displayed from the rearview mirror, visible from the front of the vehicle, and § 197-31 requires surrender once the underlying representations stop being true. Section 197-34 exempts service and delivery vehicles making deliveries within the designated area.
