X, 'Parking or Storage of Motor Vehicles, Recreational Vehicles, Boats, or Trailers in Residential Zoning Districts,' governs every RS, RD, RM, and MH residential district in the city. Its purpose clause is explicit: continual or long-term parking or storing of these vehicles on residential streets and lots 'detracts from the residential character of such neighborhoods,' so the section is written to prohibit that long-term storage while still allowing occasional, short-term parking for loading, unloading, or cleaning. An automobile or light truck up to 21 feet long and 8 feet high, or a motor home, boat, or trailer up to 30 feet long and 10 feet high, may be parked in the required front yard, capped at one motor home, boat, or trailer per dwelling unit. A boat must be on a trailer, currently registered with visible plates or decals, owned by an occupant of the property, kept neat, moveable, and free of commercial lettering, and it cannot be inhabited or connected to utilities except during a short pre- or post-trip hookup. The city exempts active loading or cleaning capped at two 24-hour periods per week, canoe/kayak storage, and ADA-accommodating vans under a city permit.
