Clay, NY Parking Rules: Snow Removal Parking Rules (2026)

Clay backs its snow-emergency vehicle removal with two chapters. Chapter 197's Article I, Snowplowing Regulations, adopted March 17, 2003, sets the ground rules for plowing itself: § 197-3(A) bars anyone from plowing, shoveling, sweeping or piling snow in or beyond a street's right-of-way in a way that interferes with safe travel or obstructs the view of drivers or pedestrians on a public street, sidewalk or private driveway, and § 197-3(B) separately bars plowing or piling snow from a driveway so that it lands in the public roadway or right-of-way, across the street from the driveway, or onto a neighbor's property without that neighbor's consent.

Chapter 211's Article IV then gives the Town its removal tool: § 211-30(A) allows any vehicle parked or abandoned on a highway or public parking lot during a snowstorm, flood, fire or other public emergency affecting that stretch of road to be removed by or under the direction of the Commissioner of Planning and Development. That removal authority is not limited to the seasonal overnight parking ban in Schedule XVII; it applies whenever a storm or emergency is actually affecting the road, and it works alongside § 211-30(B)'s separate power to remove a vehicle that is simply obstructing traffic, a hydrant, a driveway or a mailbox at any time.
