Clay, NY Parking Rules: Street Parking Limits (2026)

Clay's on-street parking rules run through Chapter 211, Traffic and Vehicles, Article III, Parking, Standing and Stopping, and Article IV, Removal and Storage of Vehicles. Section 211-1 defines curbline as the prolongation of a curb's lateral line, or, where there is no curb, the lateral boundary of the roadway, the reference line the rest of the article uses to describe where a vehicle may stand. Section 211-17 limits the whole article's reach, excusing a vehicle that must stop to avoid a traffic conflict or to comply with a police officer's or traffic-control device's direction.

The specific street-by-street standing, stopping and parking prohibitions sit in the numbered schedules at Article VI, but the general backstop against a vehicle that blocks access is § 211-30(B): when an unattended vehicle on a Clay highway or public parking lot obstructs traffic, a fire hydrant, a driveway or a residential mailbox, the Commissioner of Planning and Development or the Town Constable may have it removed. Once removed under Article IV, the vehicle can be stored at the owner's expense under § 211-31, and § 211-32 requires the Department of Planning and Development to try to notify the owner of the removal, the vehicle's disposition and the redemption cost.
