Eden Prairie's snow-accumulation rule in Section 8.15 is triggered by depth, not by a City-declared snow emergency: once two inches or more of snow has accumulated on a street, from one storm or from several, parking that street becomes unlawful immediately and stays unlawful until the roadway has been plowed or the snow cleared across its full width, curb to curb. The rule applies City-wide and does not depend on posted signs. Section 8.10 gives the Eden Prairie Police Department authority to act on any vehicle left in violation of a parking regulation, including the snow ban: an officer may order the driver to move a vehicle found standing in violation, and, if the vehicle is unattended, may have it impounded and towed to a garage or other storage facility.

The registered owner, or whoever calls for the tow, must pay the removal and storage charges before the vehicle is released from impound. Because the two-inch trigger applies without regard to time of day, a vehicle parked legally when snow begins can become an enforcement target as soon as accumulation crosses the threshold, and it remains subject to citation and towing until the full width of the street has been cleared. Public Works crews determine when a street counts as plowed for purposes of lifting the ban.
