Parker designates its winter snow-route network under Section 7.01.030 of the Parker Municipal Code: the Town's Traffic Engineer or the Chief of Police has authority to name certain streets as snow routes and post signs telling drivers which streets carry the designation. Section 7.01.040 then controls parking once a storm hits. Whenever a designated snow route is covered with any coating of snow, sleet or ice, or whenever the Town has declared emergency snow conditions, no one in charge of a vehicle on that street may let the vehicle remain parked there or stopped unattended.

A vehicle left on a posted snow route during those conditions is subject to immediate removal, and the Town and anyone acting on its direction are not liable for any damage caused while towing it away. The rule sits within Title 7 of the Code, which separately adopts the 2010 edition of Colorado's Model Traffic Code for day-to-day traffic control, so the snow-route designation and towing authority are Parker's own local addition rather than a state rule. The Police Department enforces snow-route violations alongside its general traffic enforcement duties, and posted signage is what actually triggers the restriction: a street only becomes off-limits once it carries an official snow-route sign.
