7 as panhandling conduct directed at or in the presence of another person involving objectively threatening or coercive behavior shown by clear, observable actions. The definition lists five specific triggers: intentionally touching another person without consent during solicitation; intentionally blocking, obstructing, or physically positioning one's body or belongings to impede a person's path on sidewalks, doorways, or entryways; following or pursuing someone after they have declined or tried to walk away; using threatening gestures directed at a specific person, such as raising a fist or making a sudden lunge; and abusive, profane, or threatening language coupled with the conduct above that would make a reasonable person fear harm or feel compelled to comply.

The section notes that nonthreatening verbal speech alone, without accompanying conduct, does not qualify. The aggressive-panhandling ban sits inside a broader 2025 rewrite of Lawton's panhandling ordinance that also restricts solicitation near roadways, transit stops, ATMs, curb ramps, schools, and city buildings, and bars adults 16 and older from directing panhandling at minors under 16. Subsection I preserves a property owner's right to bar solicitation on private property, and subsection J states the restrictions are not a blanket ban since panhandling remains lawful outside the regulated areas and manners.
