Lawton, OK Public Conduct: Public Alcohol Use (2026)

Lawton City Code § 4-1-1-106 makes the sale, consumption or possession of alcoholic beverages on any property owned or controlled by the city unlawful as the default rule, then lists narrow carve-outs. Consumption or possession is allowed at nine specific venues, the Great Plains Museum, McMahon Memorial Auditorium, Carnegie Library, Lawton Community Theater, Lawton-Ft. Sill Art Council, Shepler Park, Elmer Thomas Park, City Hall, or any other site hosting a civic, cultural or artistic event sponsored by a private organization, but only with an approved city event permit or the city manager's prior written permission.

Selling alcohol at those same venues needs an additional layer: an approved assembly or use permit, a special event license from the state ABLE Commission, and payment of the special event occupational tax, though city-sponsored events and qualifying private events under a use agreement are excused from that tax. Beer and wine specifically, not full liquor, get consumed or possessed lawfully at Lake Lawtonka and Lake Ellsworth under Chapter 19's water district rules, and may be sold at the Lawton municipal golf course, the municipal airport restaurant, or any city-approved concessionaire holding a valid state on-premises beer and wine license and current city occupational tax.

Separately, Chapter 19's lake rules bar anyone in a state of intoxication from being on the lake or any city lake property at all, layering a conduct-based ban on top of the possession restriction in § 4-1-1-106.
