Lawton, OK Public Conduct: Jaywalking (2026)

Two provisions in Article 23-19 of the Lawton City Code cover jaywalking. Section 23-19-1906, titled 'Prohibited crossing,' states that between adjacent intersections where traffic-control signals are in operation, pedestrians may not cross the roadway at any place except in a crosswalk, directly banning midblock jaywalking on signalized blocks. Section 23-19-1904, 'Crossing at right angles,' applies more broadly: it bars a pedestrian from crossing a roadway anywhere except by a route at right angles to the curb or by the shortest route to the opposite curb, unless a marked crosswalk designates a different path, so even where midblock crossing is not flatly banned by 1906 it must still follow the most direct, perpendicular route rather than a diagonal shortcut.

Section 23-19-1905 adds that a pedestrian crossing outside a marked crosswalk or intersection must yield the right-of-way to vehicles on the roadway, reinforcing that jaywalking pedestrians, not drivers, bear the duty to avoid a conflict. 1, designating specific streets or portions of streets where pedestrian crossing is banned entirely by posted sign following a council resolution; crossing in a zone so restricted is a separate violation of the chapter. These pedestrian rules are enforced by the Lawton police department alongside the rest of the traffic code, and there is no specific 'jaywalking' penalty section; violations fall under the code's general penalty provision.
