Yuba City, CA Public Conduct: Aggressive Panhandling (2026)

Chapter 22 of Title 4, adopted by Ordinance No. 002-14 in 2014, defines aggressive panhandling to include touching someone without consent, blocking their path, using violent gestures, following a person after being told no, or using profane or threatening language likely to provoke a reaction. 030 prohibits that kind of panhandling anywhere in a public place, and separately bans all panhandling, aggressive or not, within 35 feet of any bank or financial institution entrance during business hours, within 35 feet of any ATM while it is available for use, from a vehicle within 100 feet of a signal-controlled or signed intersection, within 35 feet of a driveway serving a shopping center or business, inside or within 50 feet of a public transportation stop, and from vehicle occupants at gas stations.

The chapter separately makes panhandling unlawful after dark unless it happens on private property open to the public with the express authorization of the owner or manager. 010, cite panhandling near ATMs and bank customers as especially threatening and panhandling on medians and near driveways as a genuine traffic safety hazard, distinguishing this ordinance from a blanket speech restriction.
