Section 10.08.180(A) states that, in addition to whatever Arizona law already prohibits, it is unlawful for a pedestrian to cross Florence Boulevard between Marshall Street and Kadota Avenue at any location other than a marked crosswalk. The section targets that one stretch of Florence Boulevard by name rather than imposing a citywide mid-block crossing ban, reflecting that corridor's traffic volume as a main east-west route through the City of Casa Grande. Subsection B sets the penalty: a pedestrian who violates subsection A is guilty of a petty offense, punishable by a fine not to exceed three hundred dollars.

Because the ordinance layers onto, rather than replaces, state pedestrian law, a person crossing outside that specific segment may still be subject to Arizona's general crosswalk and pedestrian statutes enforced by the Casa Grande Police Department, but only the Florence Boulevard segment between Marshall Street and Kadota Avenue carries this dedicated municipal fine.
