Casa Grande, AZ Public Conduct: Loud Party Ordinance (2026)

City Code Section 9.08.010 defines an unruly gathering as five or more persons on private property, including business property, causing a disturbance of the quiet enjoyment of private or public property, listing excessive noise or traffic, obstruction of streets, drinking in public, service or consumption of alcohol by minors, fighting and littering as qualifying disturbances. A peace officer may abate the gathering by citation, arrest or dispersal. After an unruly gathering, the City posts a notice on the premises stating that a subsequent unruly gathering within 180 days triggers liability; removing or defacing that notice is itself a civil infraction carrying a minimum mandatory $100 fine.

Property owners are notified by certified mail to the Pinal County Property Tax Assessment Records address, and owners, occupants, tenants and event sponsors may be held liable unless they took reasonable steps to prevent a repeat. Owners and occupants may contest a posting or petition for its removal through the city court's civil infractions division within specified deadlines. The first unruly gathering is a civil infraction carrying a minimum mandatory $100 fine under Section 9.08.010(G)(1); a subsequent unruly gathering on the same premises within 180 days carries minimum mandatory fines of $500 for a first repeat violation, $1,000 for a second, and $1,500 for each third or later violation under Section 9.08.010(G)(2). The police department enforces the section, but only upon a complaint from a member of the public under Section 9.08.010(H).
