Sec. 70-66 lists the acts no person may commit inside a city park, and subsection (9), titled 'Loitering and boisterousness,' targets two distinct behaviors: sleeping or protractedly lounging on park seats, benches or other areas, and engaging in loud, boisterous, threatening, abusive, insulting or indecent language, or any disorderly conduct or behavior tending toward a breach of the public peace. The same section bars related park misconduct: bringing alcohol, narcotics or marijuana into a park under subsection (1), being drunk or under the influence in a park under subsection (2), gambling under subsection (8), and bringing weapons under subsection (12), each enforceable alongside the loitering clause.

Sec. 70-69 gives the superintendent of parks and recreation and park attendants direct authority, alongside police, to enforce Chapter 70: an attendant can order anyone violating the article to leave the park immediately, and a person who refuses becomes subject to arrest for criminal trespass in addition to whatever park violation triggered the order. Because Chapter 70 does not set its own fine schedule for Sec. 70-66 violations, enforcement falls back on the Code's general penalty at Sec. 1-9, which applies whenever a specific provision does not state its own punishment: a fine of not more than $500.00, imprisonment of not more than 60 days, or both, at the court's discretion, with every day a violation continues counted as a separate offense.
