Bossier City, LA Public Conduct: Public Alcohol Use (2026)

Section 6-8 of the Bossier City Code makes it unlawful to consume alcoholic beverages of high or low content on any public street, sidewalk, park, or public building, and covers school grounds, football stadiums, gymnasiums, and any licensed amusement place such as skating rinks, bowling alleys, theaters, pool halls, dance halls, and amusement centers. Business operators, employees, and agents, including every holder of a city occupational retail license, may not knowingly permit patrons to possess or drink alcohol on their premises, a rule that extends to places of business open to the public such as washaterias. The only blanket exemption covers people who hold a city alcoholic beverage permit, and even then only for the beverages their permit authorizes.

The Bossier City Council carved out three narrow zones where the open-container ban lifts for licensed retailers: one-event permits issued for the Bossier City Civic Center, good for up to seven consecutive days with applications filed at least ten days ahead and co-signed by the civic center executive director, plus the Festival Plaza Region and the grounds around the Brookshire Grocery Arena. Inside the Festival Plaza and Arena regions, a Bossier City Police Department permit lets a licensed retailer serve alcohol into approved non-glass cups of 16 fluid ounces or less bearing its name or logo; permittees cannot sell between 2:00 a.m. and 10:00 a.m., patrons cannot drink in parking areas, containers cannot be reused, and tailgating from an ice chest or vehicle stays illegal outside a licensed retailer's own service.

Section 6-8 carries no fine of its own, so a violation defaults to the citywide general penalty in section 1-9.
