Bossier City, LA Public Conduct: Public Marijuana Use (2026)

Sec. 70-66(1), titled 'Prohibited substances,' bars anyone from bringing alcoholic beverages, narcotics, marijuana or any other controlled substance into a city park or recreational area or facility, and separately bars consuming alcoholic beverages or any other controlled substance at any time in a park. The same subsection carries a consent clause: by the fact of entering a city park or recreational area, a person is deemed to have consented to a reasonable search of their person or vehicle, including bags, purses, briefcases and ice chests, by a law enforcement officer or a person vested with police power, without a warrant.

Sec. 70-66(2), 'Drunkenness,' adds a status offense: being under the influence of intoxicating liquor, narcotics or marijuana while in a park is itself unlawful, independent of possession or consumption in the park. Because these subsections sit inside the general park behavior article, Sec. 70-69 gives the superintendent, park attendants and police authority to order a violator to leave immediately, and refusal exposes the person to arrest for criminal trespass on top of the substance violation. Chapter 70 sets no separate fine for these subsections, so a marijuana or alcohol violation in a park falls back on the Code's general penalty at Sec.

1-9: a fine of not more than $500.00, imprisonment of not more than 60 days, or both, at the court's discretion, with each day of a continuing violation counted separately.
