Louisburg, KS Public Conduct: Loud Party Ordinance (2026)

Subsection (c) reaches both the guests and the host. No one may congregate because of, participate in, or be in any party or gathering of people from which sound emanates of a sufficient volume so as to disturb the peace, quiet or repose of nearby residents, and no one may remain inside the dwelling where such a gathering is happening except someone there solely to help stop the noise. The section gives Louisburg police officers a specific tool short of an arrest: an officer may order all persons present in any group or gathering from which such sound emanates, other than the owner or tenant, to disperse immediately instead of being charged.

The dispersal order does not excuse the host: owners or tenants of the dwelling unit must immediately abate the disturbance, and failing to do so is itself a violation of the section. That creates a direct host-liability duty separate from any individual guest's charge. As with the rest of § 11-204, no dollar penalty is written into this subsection, so a conviction is punished under the Code's general penalty at § 1-116: a fine of not more than $499, imprisonment of not more than 179 days, or both, imposed by Louisburg Municipal Court.
