Section 11-214 is a short, direct rule sitting in Chapter 11's Local Regulations article alongside the City's other public-conduct offenses like indecent exposure at § 11-206 and offensive language at § 11-207. It lists the covered locations specifically: streets, sidewalks, alleys, plazas, parks, public buildings, public property, and private parking lots, plus a catch-all for any place open to the public or exposed to public view.
