152, adopted by Ordinance No. 2011-04, prohibits smoking tobacco on any building or structure the city owns, leases or otherwise operates, and on the land appurtenant to it, whether the area is enclosed or unenclosed. Sec. 030 states the general prohibition flatly: smoking is prohibited on all city property except in a smoking area, and Sec. 020 defines smoking broadly to include carrying or holding any lighted pipe, cigar or cigarette, or lighting, emitting or exhaling smoke from one. The chapter allows the city to carve out a designated smoking area under Sec.

040 after posting appropriate signage, so a city park or civic building patio is not automatically off-limits everywhere, only outside any posted exception.
