Woodland, CA Public Conduct: Outdoor Smoking Restrictions (2026)

Section 9.28.230, adopted by Ordinance 1713 on October 3, 2023, prohibits smoking at all times in three categories of public places. First, subsection D.1 bans smoking within 20 feet of a commercial building's main entrance, which must be posted "No Smoking Within 20 feet"; vehicle occupants passing through the radius and, for certain ABC-licensed bars and restaurants, late-night hours after 8:00 p.m. are exempted. Second, subsection D.2 bans smoking at every City-owned building and at named City park and recreation facilities, including Buchignani Ball Park, Clark Field, Camarena Ball Park, the Community Swim Center, the Municipal Swim Pool and the Woodland Public Library, with the prohibition extending from the facility itself out to the adjacent public sidewalk.

Third, subsection D.3 bans smoking within 20 feet of the entrances and exits of outdoor public events such as fairs and ceremonies. "Smoking" is defined in subsection E to include cigarettes, cigars, pipes, e-cigarettes and vaping devices. Subsection G makes a violation an infraction punished by a fine of up to $100 for a first offense, up to $200 for a second offense within a year, and up to $500 per conviction for a third or later offense in that same year, in addition to any penalty available under state law.
