La Habra, CA Public Conduct: Public Urination (2026)

Chapter 9.12, titled Indecent Exposure, groups § 9.12.030's public excretion ban with related decency offenses adopted mostly by Ord. 1211 in 1983. Section 9.12.020 bars appearing, bathing, sunbathing or walking in a public park, playground, street or other public land, or on private property open to public view, with genitals, pubic hair, buttocks, anus or the anal region exposed or uncovered by an opaque covering, subject to exceptions for children under five, licensed theatrical performances and qualifying art courses. Section 9.12.010, adopted earlier by Ord.

872 in 1973 and amended in 1986 and 1999, separately makes it a misdemeanor for a waiter, waitress, entertainer or live-act participant at an alcohol-serving establishment in the City of La Habra to expose genitals, buttocks or the female breast at or below the areola, and lets the city attorney pursue business license revocation under § 5.28.320 in addition to criminal prosecution. Section 9.12.030 itself is narrower and purely physical: it bars urinating or defecating in any public place or any place open to the public or exposed to public view, full stop, with a single carve-out in subsection (B) for use of a fixture actually provided for that purpose in a bathroom, restroom, dressing room or similar facility.
