Section 12.29.040 makes it unlawful to enter, remain in, or use any skate park without wearing safety equipment while skating, and 'safety equipment' is defined in Section 12.29.020 as a helmet, elbow pads, and kneepads. The same section bars using a skate park for anything other than skateboarding, in-line skating or roller skating unless the parks or community services directors have issued a permit for the alternate use. It also prohibits possessing or consuming alcohol in a skate park, skating or jumping on exterior walls or fences, wearing audio headsets while skating, bringing in unauthorized equipment or obstacles, playing amplified music in or adjoining the park, using profanity, and graffiti or tagging.

Section 12.29.030 gives the city council authority to designate skate park sites by resolution, requires posted signage on the safety-equipment rule and hours of operation, and lets the community services director set those hours; it also authorizes the community services and public works directors to change day-to-day skate park rules. The chapter's own definitions carve city rights-of-way and general park areas out of the 'skate park' term, so these specific rules attach to the designated skate park facility itself.
