Elgin, IL Public Conduct: Skateboarding Rules (2026)

48 of the Elgin Municipal Code, titled Skateboards, draws a hard boundary around downtown and prohibits skateboarding inside it entirely rather than regulating where or how skateboards may be ridden. 010 defines the central business district as the area bounded by the north side of Kimball Street on the north, the east side of Center Street on the east, Villa Street on the east, the south side of National Street on the south, and the west side of State Street on the west, carving out an exception for the bicycle path that runs through that area.

030 then states flatly that no person shall use or ride a skateboard in that district, with no exception for sidewalks, plazas or off-peak hours. The chapter also defines a skateboard broadly as any board or similarly shaped piece of material to which wheels are attached, so scooters or homemade boards built on a similar frame fall under the same rule. 020 makes it a violation both for a person to do an act forbidden by the chapter and for a parent or guardian of a minor to authorize or knowingly permit that minor to violate any provision of the chapter, extending enforcement to households whose kids skateboard downtown.

The chapter dates to a 1986 ordinance (Ord. No. G69-86) with its skateboard-specific definitions added in 1998 (Ord. No. GS-98), showing the downtown ban has stood, largely unchanged, for decades even as the district's boundary description was refined.
