City Code § 21-1107(5)(K) requires every hotel, motel, and lodging house to be constructed and equipped to prevent the entrance, harborage, or breeding of flies, roaches, bedbugs, rats, mice, and other insects and vermin, and directs that whatever means are necessary, including cleaning, renovation, or fumigation, be used to eliminate an infestation. The same subsection authorizes the health department to order the establishment to hire a state-licensed exterminator in three circumstances: when the infestation is too extensive for a nonprofessional to eradicate effectively, when the extermination method needed can only be performed by a licensed exterminator, or when a re-inspection shows the establishment failed to comply with a prior pest-abatement order.

This sits inside the broader hotel/motel licensing article, so pest control is tied directly to the operator's license: § 21-1106 subjects every hotel and motel to inspection to confirm lawful, clean, and sanitary operation, and an inspection finding of unclean or unsanitary conditions, including an uncontrolled pest problem, is cause for the Grand Forks City Council to revoke the license under § 21-1105. Section 21-1107(4) separately empowers the health department to inspect hotels and motels as it deems necessary and, on failure to comply with the article's requirements after due notice, to abate use or suspend operation of the establishment until the hazard to health, safety, or welfare is gone.

Because the pest-control duty is written into the licensing chapter rather than a standalone health code section, enforcement runs through the same license-revocation and inspection machinery that governs the rest of hotel/motel operation in the city, not a separate bed bug ordinance.
