Grand Forks, ND Public Health Rules: Rodent Control (2026)

Grand Forks City Code section 13-0602 requires all business buildings, defined broadly to include hotels, stores, warehouses, factories, and their outbuildings, sheds and barns, to be rodent-proofed, freed of rodents, and maintained rodent-proof under the health officer's direction. Section 13-0603 lets the health officer serve written notice ordering an owner to rodent-proof a building; failing to complete the work within the stated time, or any written extension, is itself a violation. Section 13-0604 requires an occupant notified of infestation to begin eradication measures immediately and keep them up until the health officer declares the premises rodent-free; waiting more than five days to start is a separate violation.

Section 13-0606 gives the health officer inspection rights, with an inspection warrant available if entry is refused. Section 13-0608 lets the health officer demand correction of interior harborage, such as replacing wooden floors with cement, within sixty days. Section 13-0609 bars removing rodent-proofing without prompt restoration, and section 13-0611 blocks any business license from issuing until the article's terms are met. Sections 13-0612 and 13-0613 require feed and garbage to be kept in rodent-proof or covered containers. Section 13-0614 makes it unlawful to let garbage, rubbish or trash accumulate on a building or premises so that it feeds or shelters rodents.
