Garden Grove, CA Rental Property Rules: Rental Registration (2026)

Garden Grove does not currently operate a mandatory rental registration program or rental inspection program that requires all landlords to register their rental properties with the city. Residential rental property owners must comply with general business licensing requirements if applicable and maintain their properties in compliance with California's implied warranty of habitability (Civil Code Section 1941) and the State Housing Law (Health & Safety Code Sections 17910-17998.3). Properties must meet basic habitability standards including adequate plumbing, heating, electrical systems, weatherproofing, and freedom from pests. The city's Code Enforcement division responds to complaints about substandard housing conditions and can inspect rental properties when complaints are filed.
