The Department of Property Standards enforces Chapter 38 minimum housing standards against owners of leased dwellings, but no ordinance requires a landlord to register units, buy a rental license, or pass a periodic inspection. Section 38-82 lets any person request an exterior inspection of any property in the city, and lets a tenant trigger an interior inspection of their own unit after signing a department affidavit stating the owner got written notice of the violation and failed to correct it within ten days. Section 38-11 bars leasing a building declared unfit for human habitation or placarded by the director. Short-term rentals are the one licensed category, permitted under UDC Article 23.
Leasing a placarded or unfit structure is a misdemeanor under sections 38-86 and 38-115: a first violation carries a fine of not less than $500 and up to 30 days, each day a separate offense.
