Section 17.84.330(D)(8) requires the owner-applicant to post house policies inside every guest bedroom, incorporate them into the signed rental agreement, and enforce them personally or through a designated contact person. Those policies must, at minimum, set quiet hours from 10:00 p.m. to 7:00 a.m. during which noise inside or outside the dwelling cannot disturb anyone on a neighboring property (D)(8)(a), and must ban outdoor amplified sound outright with no time-of-day exception (D)(8)(b). The rules also prohibit parties or group gatherings that exceed the permitted guest count or that risk causing traffic, parking, noise, or other neighborhood problems (D)(8)(d), and separately ban weddings and commercial functions at short-term rentals altogether (D)(9).

Beyond the house policies, the owner-applicant carries an ongoing duty under (D)(10) and (D)(11) to ensure occupants do not create unreasonable noise or disorderly conduct, and, once notified of a violation, to take steps preventing it from recurring; failing either duty exposes the owner-applicant to City fines and permit revocation for the short-term rental use. The local contact person required under (D)(7) must be reachable 24 hours a day and able to respond physically to noise complaints within a reasonable time, giving neighbors a direct line for enforcement rather than relying solely on police response.
