Short-term rental permit rules in Avondale, AZ β also called Airbnb permits, vacation rental licenses, or STR registration β list the application steps, fees, and operating requirements for hosting.
Avondale requires every short-term and vacation rental (stays under 30 days) to obtain a city license under Ordinance No. 2060-1023, effective February 1, 2024. Owners apply through the city, provide an emergency contact, carry liability insurance, and demonstrate compliance with fire, building and safety codes.
Avondale adopted Ordinance No. 2060-1023 in October 2023, creating a licensing framework for short-term and vacation rentals (residential lodging rented for fewer than 30 consecutive days). The rules took effect February 1, 2024 and are codified in the Avondale City Code under Chapter 13 (Licenses, Taxation and Miscellaneous Business Regulations), Article IX, Short-Term Rentals. Before advertising or operating, the property owner must obtain a city short-term rental license. The application requires a designated emergency contact (owner or designee) reachable by phone, proof of liability insurance of at least $500,000, and evidence that the dwelling meets fire, building and safety code requirements. Arizona law (A.R.S. section 9-500.39) bars cities from banning short-term rentals outright, so Avondale cannot prohibit them, but the statute expressly authorizes a local regulatory permit or license, which is what Avondale requires. The city opened its online licensing system on February 1, 2024 and added a 90-day grace period, so penalties for operating unlicensed did not begin until April 30, 2024. The license must be renewed to remain valid.
Operating without a license after the April 30, 2024 grace period exposes the owner to civil penalties. Avondale's ordinance authorizes fines reported in the range of $500 to $3,500 per violation, and repeated violations can lead to suspension of the short-term rental license.
