' That rotation cap applies citywide to every converted or newly permitted digital outdoor advertising face. Section 102-33(m) then locks digital conversions out of the corridors the city council has designated for scenic beauty or historic interest, listed in Section 102-33(l), such as stretches of Interstate 55, Interstate 20, High Street, Pearl Street, Metro Parkway, Lakeland Drive and several named gateway corridors. Inside those corridors, an existing sign cannot be altered, converted, reassembled or reconstructed into a digital electronic sign unless the city council first grants a special use permit following a public hearing under Mississippi Code Section 17-1-17, though signs already digital there may still be updated to current technology if they meet zoning rules.

Separately, Section 102-32(5) requires every digital display to hold each static image fixed and nonflashing for at least eight seconds, with no more than a two-second transition between images, and Section 102-35(b)(1) lists specific corridors, including Interstate 55 and Interstate 20, where existing nonconforming outdoor advertising faces may still convert to digital if they meet the brightness and rotation standards.
