Norman, OK Sign Regulations: Digital Billboards (2026)

NCC 28-413, Electronic Digital Signs, On-Premises, sets the standards for any ground or wall sign that uses electronic technology to display a changeable message on a business's own property. The section confines digital signs to areas "classified within this chapter as commercial or industrial," and allows "one digital sign... per business," which may substitute for all or part of an allowed ground or wall sign but not both, though a business sharing a lot may still use a digital wall sign alongside a shared Joint ID sign.

Placement is restricted near intersections: no digital sign may sit "within 50 feet of the driving surface of a signalized intersection," and none may be "closer than 20 feet from the edge of any other street," on top of the chapter's normal sign setbacks. The display itself must be static. NCC 28-413 bars "movement, blinking, animation, scrolling, flashing, or similar effects," and where a sign cycles through multiple messages, "each static message" must hold for "no less than 12 seconds," with a transition of "no more than one second." Brightness is capped at "300 NITs" between a half hour before sunset and sunrise, and "5,000 NITs" during the day, monitored automatically by a required ambient light sensor that freezes the display on malfunction. Any digital sign visible from a nearby residential district must sit "no closer than 200 feet" from that district's boundary.
