Norman, OK Sign Regulations: Political Signs (2026)

NCC 28-105(9), part of the sign code's exemptions section, is Norman's only right-of-way carve-out for political signs. It allows a political sign, defined at NCC 28-101 as any sign concerning a candidate's candidacy or support or opposition to a public issue, to be placed within the right-of-way, meaning the strip between the property line and the curb or edge of the street, in front of or along the side of a single-family dwelling. Two conditions apply: the property owner must have given permission, and the sign cannot exceed 30 inches in width or 20 inches in height.

The exemption specifically excludes the right-of-way abutting the rear or side yard of a lot that fronts a section line road or an arterial roadway, and if a fence or wall separates the dwelling from that arterial or section line road, no sign may go on or outside that fence next to the road. Outside single-family lots, the district-specific sign standards in NCC 28-505 (Commercial), 28-506 (Office), 28-507 (Medium Density Residential) and 28-508 (Low Density Residential) each state that political sign placement is not regulated on private property but that political signs cannot go in any park, boulevard, street, parkway, median, public right-of-way or easement controlled by the City, except for the single-family exemption at NCC 28-105(9).

A political sign placed in violation is declared a public nuisance endangering public safety and may be removed and disposed of by the City Manager or a designee.
