Norman, OK Sign Regulations: Window Signs (2026)

NCC 28-101 defines a window sign as a sign painted on, applied to, attached to, or located within three feet of the interior of a window that can be read from outside the structure, and separately defines a temporary window sign as one displayed on the inside of a window for a period not to exceed 90 days, which the code exempts from any permit or fee requirement. Once a window sign is up for more than 90 days it is treated as a permanent window sign and falls under the district-specific area caps in NCC 28-505, Commercial Zone Sign Standards, which govern the C-1, C-2, C-3, T-C, M-1 and C-R zones covering most of Norman's retail corridors including Campus Corner and the Main Street commercial strip.

In those zones, window signs may not exceed 35 percent of total window area at street floor level, and that area is also capped at no more than 25 percent of the district's maximum overall sign allowance for the business. Illumination on a window sign in a commercial zone cannot exceed 100 footlamberts of luminance. No window sign placed above ground floor level may exceed nine square feet in total surface area, and no window sign of any size may be placed in windows above the second floor.

Temporary posters advertising an event sponsored by a noncommercial organization are exempt from these area limits. The Industrial zone standards at NCC 28-504 and Office zone standards at NCC 28-506 carry the identical 35 percent/25 percent formula, while NCC 28-506 additionally prohibits any illumination on window signs in the Office zone.
