Orem, UT Sign Regulations: Digital Billboards (2026)

Section 14-3-3 states flatly that billboard signs are not permitted in any zone; every billboard standing when that rule took effect became a nonconforming use rather than a legal new sign type. A handful of legacy billboards along State Street, Interstate 15 and 800 North can still be reconstructed or relocated by their existing owner on the same lot or adjacent property under common ownership, and any billboard removed for road widening or reconstruction can be rebuilt under Utah Code Sections 72-7-510 and 72-7-513, but a billboard not rebuilt within one year of removal or destruction is deemed abandoned and cannot come back.

Any billboard rebuilt or relocated under this authority is capped at 35 feet from its base, or 25 feet above I-15 grade, may not exceed 675 square feet per face in the M2 zone or 300 square feet elsewhere, may carry only two faces separated by no more than 5 feet, and must stay at least 500 feet from any other billboard, 50 feet from any freestanding pole sign, and 200 feet from any residential zone. 3 lumens above ambient light. EMC displays are only lawful when mounted on a monument sign, pole sign, wall sign or one of the legal nonconforming billboards described above, and Section 22-14-29 specifically blocks EMC technology on any billboard sitting on the east side of I-15 within 500 feet of the interstate, closing off the highest-visibility digital billboard locations even where a legacy billboard structure exists.
