Eagle Mountain, UT Sign Regulations: Digital Billboards (2026)

EMMC 17.80.130 lists prohibited sign types for the entire city, and billboards sit on that list alongside moving or rotating-part signs, snipe or bootleg signs, unlicensed vehicle signs, pole signs, most inflatable signs, and signs that emit sound, smoke or steam. EMMC 17.80.160 defines a billboard as an advertising sign not necessarily related to the premises on which it is located and intended for use of changeable copy by posting or repainting, meaning off-premises advertising boards of the kind that would carry digital or electronic changeable displays are banned outright rather than merely restricted.

The chapter allows limited electronic displays elsewhere, but only for narrower, site-tied uses. EMMC 17.80.070(F) lets public, charter and private school monument signs include electronic message centers or reader boards up to 45 square feet and no more than 50 percent of the total sign area, equipped with an ambient-light sensor that automatically dims the display and complies with the nighttime brightness limits of EMMC 17.80.060(D). EMMC 17.80.060(D)(5) separately caps single-color LED sign brightness at 200 nits between dawn and dusk and 5,000 nits during daylight hours, requiring automatic dimming tied to ambient light. The city's own official signs may also include electronic message centers, but those must be turned off between midnight and 5:00 a.m. except for necessary communications. None of these narrow allowances extends to a general off-premises billboard: any commercial advertising structure meeting the billboard definition is prohibited under EMMC 17.80.130, digital or otherwise.
