Parsippany-Troy Hills, NJ Sign Regulations: Digital Billboards (2026)

The Township Code defines a billboard as an off-premises sign, a sign structure advertising an establishment, merchandise, service or entertainment not sold, produced, manufactured or furnished at the property, and treats it as a principal use. In the Township of Parsippany-Troy Hills the use is narrowly confined. In the POD Planned Office District, § 430-151E permits off-premises signs subject to the regulations of § 430-186E, except that no more than one face of an off-premises sign may be allowed as a light-emitting diode (LED) sign. In the O-2 Zoning District only, § 430-186E applies its own list of requirements.

Under § 430-186E, the lot must have frontage along a freeway, or on a public roadway right-of-way adjacent to and contiguous with a freeway, as classified in the Circulation Element of the Township Master Plan. No more than one off-premises sign may be located on a lot. The setback is at least 20 feet from any property line, right-of-way line or structure, and no more than 60 feet from the right-of-way line of a freeway. The sign must sit at least 100 feet from a residential lot line or residentially zoned lot. The maximum sign face area is 672 square feet and the maximum height is 45 feet.

The configuration of the sign cannot contain any pop outs or digitally animated messages or any of the prohibitions noted in § 430-283, which include rotating or moving signs. Section 430-282D separately bars flashing lights and exposed high-intensity illumination. Lighting must follow the minimum levels published by the Illuminating Engineering Society of North America, be shielded to the maximum extent practical, be top-mounted to reduce light pollution, and the sign cannot be internally illuminated.

The applicant must also provide visual representations to the Board, in the form of sealed diagrams or computer-generated simulations, showing sight lines, views and buffering from all adjoining properties. The base must be landscaped with evergreen and deciduous plant material.
