Parsippany-Troy Hills, NJ Sign Regulations: Window Signs (2026)

Section 430-280B of the Township Code exempts temporary signs inside windows of commercial establishments from permits and fees, limited to one per parcel. The signs must not cover more than 20% of any given window. Where a building facade has multiple windows, no more than 20% of any individual window may be obstructed by the temporary sign or signs, so the limit is measured window by window. Each sign must be removed within 30 days of the date of erection, and that date must be indicated on the sign in a prominent manner. The signs cannot unreasonably obstruct light and visibility, and no additional temporary sign is permitted for a period of 30 days following removal of the prior sign. The provision was amended 5-14-2019 by Ord. No. 2019:20.

Section 430-283I backs this up in the list of prohibitions in the Township of Parsippany-Troy Hills: signs exceeding 20% of any individual window are prohibited, except as provided in § 430-280B and § 430-280E. Section 430-282E prohibits any sign from obstructing any window, door, fire escape, stairway or opening intended to provide light or ingress or egress, with the exception that 20% of any individual window may be occupied by a temporary sign or signs.

Section 430-282E also allows permanent window signs for each business establishment: one sign indicating that the business is open and one sign providing hours of operation, each limited to three square feet. One permanent window sign about lotteries operated under the New Jersey State Lottery Law is allowed for businesses that sell lottery tickets, limited to four square feet. Under § 430-279, a window display sign includes all signs situated within six feet of the window surface, so signs hung behind the glass count.
