Parsippany-Troy Hills, NJ Sign Regulations: Garage Sale Signs (2026)

Section 430-280 of the Township Code exempts a short list of signs from permit and fee requirements in the Township of Parsippany-Troy Hills, Morris County, New Jersey, and limits each listed type to one per parcel. Subsection J covers garage sale signs. The sign must be located on the premises only, must not exceed two square feet, must contain the date of sale, and must be removed within 24 hours after the last day of sale. The exemption is from the permit and fee only: the signs remain subject to the other provisions of the sign chapter.

The on-premises limit matters because the surrounding prohibitions are strict. Section 430-283D prohibits signs, other than officially authorized signs, tacked, pasted, painted or otherwise attached to poles, posts, trees, fences, sidewalks or curbs. Section 430-283E bars any sign other than official traffic control devices or street signs from being erected within or encroaching upon the right-of-way of any street unless specifically authorized by other ordinances or regulations of the Township. Section 430-283A also prohibits A-type signs, sidewalk signs, sandwich signs and curb signs, and Chapter 334 bars campaign and special event material on public facilities.

The code treats real estate open house signs differently. Under § 430-280K, open house signs and directional signs to the open house are permitted in the public right-of-way at the closest intersections to the property on weekends and legal holidays only. That right-of-way allowance is written for open house signs, not for garage sale signs, which are confined to the premises by subsection J.

Administration runs through the Zoning Officer. A written notice under § 430-292B gives 15 days to act unless public safety requires less, and § 430-293 allows written appeals within 65 days after the Zoning Officer's action.
