§10-9a-513. That leaves on-premises electronic displays as the only path to a digital sign in Sandy, and §21-26-5 sets the operating standard for them. Anyone installing or manufacturing a sign with an LED or electronic message center must demonstrate that its brightness will not exceed one footcandle along the property line, measured six feet above curb grade, and the sign must carry a dimmer switch so the intensity can be adjusted down after installation if it proves too bright. Even where an electronic message center is allowed as part of a conforming pylon or monument sign, §21-26-7 caps reader boards, changeable copy areas and electronic message centers at 50 percent of that sign's total copy area.

Flashing or animated signs are separately banned under §21-26-4, though the code carves out an exception for 'time/temperature or electronic message center signs complying with the standards herein,' meaning a compliant, non-flashing digital display is the only electronic sign format Sandy allows on private property. The Director enforces the sign chapter and can order a hazardous or nonconforming sign removed, with billboard abatement specifically tied to the Uniform Code for Abatement of Dangerous Buildings and to Utah State Code.
