The Land Development Code's exterior lighting article otherwise regulates fixture height, wattage, shielding, and illumination levels citywide, but it carves out a specific seasonal exemption. Under §10-4.9(B)(2)(b), temporary seasonal lighting displayed between Thanksgiving and January 15 is exempt from those general exterior lighting standards, so a holiday display does not need to meet the code's maximum wattage, fixture-shielding, or property-line illumination limits that would otherwise apply. The exemption is conditional, not automatic: it only covers lighting that does not create glare to motorists or result in light trespass onto adjacent properties, so a display bright enough to blind a passing driver or wash light across a neighbor's yard falls outside the carve-out and back under the regular rules.

The code's separate list of prohibited lighting effects, covering flashing, moving, revolving, blinking, flickering, intensity-varying, color-changing, or intermittently pulsating light sources, likewise exempts winter holiday lights specifically, meaning a blinking string of holiday lights is allowed during the Thanksgiving-to-January-15 window even though the same blinking effect is banned as a nuisance light the rest of the year.
