Flagstaff, AZ Sign Regulations: Political Signs (2026)

The Flagstaff Zoning Code establishes the Flagstaff Sign Free Zone at Section 10-50.100.090(G) 'in order to protect the scenic and aesthetic appeal of the area within the zone and maintain its appeal to tourists,' created under Arizona statute A.R.S. Section 16-1019 and mapped on Map 10-90.40.010. The zone was drawn around the City's concentration of commercial tourism, resort, and hotel uses. Within its boundaries, Section 10-50.100.090(G)(2)(a) singles out political signs by name: portable signs, including political signs, 'may not be placed within the public Rights-of-Way in the Flagstaff Sign free zone,' though they remain allowed on private property adjacent to it.

Section 10-50.100.090(G)(2)(b) gives the Director authority to remove, or have removed, any portable sign found in the right-of-way inside the zone, echoing the City-wide removal power in Section 10-50.100.110(B) for any portable sign on a public sidewalk, walkway or in a clear-view zone that creates a traffic hazard. The Zoning Code's own definition, at Section 10-80.20.190, Definitions 'S', is election-specific: a 'Sign, Political' is 'a sign that attempts to influence the outcome of an election,' so campaign yard signs, candidate endorsements and ballot-measure signs are all covered once they sit in the zone's right-of-way.

Outside the mapped Sign Free Zone, a political sign placed as a portable sign, such as a yard sign, still has to meet the general portable and temporary sign standards administered by the Community Development Department.
