Flagstaff Zoning Code Table 10-50.100.050.B, Permanent Sign Standards, sets the Window Sign entry the Community Development Department applies to every storefront: all window signage combined must stay under 40 percent of the glass area on which it is displayed. Permanent window signs are not a separate allotment; they are folded into the total allowable Building Mounted Sign Area for the business, so a shop already near its wall-sign maximum has less room left in the window. Illumination is restricted to neon, or LED simulated neon, and the copy or display must be fixed rather than changeable or animated, and the sign cannot be mounted higher than a first-story window per the same table.

A small carve-out exists for 'Open' signs: those are capped at 2 square feet and do not require a Sign Permit at all, unlike other permanent window signage which needs one under Section 10-20.40.120, Sign Permit - Permanent Signs. The Zoning Code's own definition of a Window Sign, at Section 10-80.20.190, Definitions 'S', is deliberately broad: any sign 'posted, painted, placed or affixed in or on a window or otherwise exposed to public view through a window,' so merchandise displays and interior banners visible from the sidewalk are captured, not just decals stuck to the glass.

Table 10-50.100.080.A, covering portable and temporary signs, cross-references this same 40 percent limit for temporary window signage and confirms it is excluded from the separate portable-sign area total. Sign Permit applications and coverage disputes are handled by the Community Development Department's Zoning Code Administrator.
