Richardson regulates signs under Chapter 18. Texas Election Code Sec. 259.001 broadly protects political signs on private property. Local governments may not prohibit political signs except for reasonable time, place, and manner restrictions related to safety.
Chapter 18 of the Richardson Code governs all signs. Under Texas Election Code Section 259.001, cities may not prohibit a person from placing a political sign on private property with the owner's consent. Local restrictions may only address reasonable time, place, and manner issues such as safety sight lines at intersections. Richardson's sign code may require permits for certain sign types but political signs are generally exempt from permit requirements under state law. Signs may not be placed in public right-of-way or on utility poles. The Texas Department of Transportation also restricts signs on state highway rights-of-way.
Political signs in the right-of-way or creating safety hazards may be removed. Property owners retain the right to display political signs on their own property.
