Woodland, CA Sign Regulations: Window Signs (2026)

Woodland Municipal Code § 17.72.050.C.12 governs window signs citywide through Table 17.72.050.C-12. Permanent window signs may cover no more than 20% of the ground floor frontage window area occupied by a given business, and the combined area of temporary and permanent window signs on any one window cannot exceed 40% of that window's area. Neon or single-color and two-color LED window signs are excluded from the total sign area counted against a building's permanent sign allowance under §§ 17.72.040.H.4 and H.5, giving businesses extra capacity for illuminated open/closed or logo displays without eating into their wall-sign budget.

Placement is restricted to the interior of the window glass: a first-floor business may not display signs above the upper window frame or the second floor, and an upper-floor business may not place signs above the maximum height allowed in the zone or above the third-floor window frame. Illumination is otherwise limited to nonilluminated signs, though neon and single- or two-color LED signs remain allowed under this specific standard. The Community Development Department administers sign permits under Chapter 17.72, and the Zoning Administrator may order removal of any window sign installed in violation of these standards, with a 30-day written notice period under § 17.128.020, Enforcement.

Continuing violations of the Zoning Code are separately punishable, and every day a violation continues is a distinct offense under Woodland Municipal Code § 1.08.070, which sets misdemeanor penalties up to six months in County Jail or a $1,000 fine, or infraction fines of $100 for a first offense, $200 for a second, and $500 for further offenses within a year. Business owners exceeding the 20%/40% window coverage thresholds risk a correction notice and, if uncorrected, formal code enforcement action referred to the City Attorney.
