Laguna Niguel, CA Solar Energy: Panel Permits (2026)

Sec. 8-1-1005 requires Laguna Niguel's Building Department to develop and implement, within 14 days of the article's adoption, a written checklist of every requirement a small residential rooftop solar energy system must satisfy to qualify for expedited review; the checklist must substantially track the most current California Solar Permitting Guidebook published by the Governor's Office of Planning and Research. The checklist and all other application documents must be posted on the city's website and made available at the Building Department during business hours, applicants can submit the required application and documents electronically by email, internet or fax, and an electronic signature is accepted in place of a wet signature on every form.

Fees charged for these permits must comply with Government Code Sections 65850.55 and 66015 and Health and Safety Code Section 17951. Sec. 8-1-1006 then governs how the Building Department reviews and inspects the application: review is limited to whether the applicant meets local, state and federal health and safety requirements, and once the city's checklist is satisfied the Building Department must issue a building permit or other non-discretionary authorization. An incomplete application draws a written correction notice detailing every deficiency. Only one inspection is required for a qualifying system, and if that inspection fails, a subsequent inspection is authorized without needing to meet the expedited-review requirements again.
