Pico Rivera Municipal Code Chapter 15.52 implements California Government Code Section 65850.5's mandate for streamlined solar permitting. Before applying, the installer must verify through the city's checklist that the roof structure can carry the added wind, seismic, dead and live loads, and, at the applicant's cost, that the existing electrical panel, wiring and grounding can safely carry the new photovoltaic loads. A checklist-complete application must be approved and all building-official permits issued; approval does not itself authorize connecting to the utility grid, which the applicant must arrange separately.

Incomplete applications get a written correction notice listing every deficiency. If the building official finds substantial evidence of a specific, adverse health or safety impact, the applicant can be routed instead to a conditional use permit decided by the Planning Commission, which must approve unless it makes written findings that no feasible mitigation exists. Eligible systems get only one consolidated inspection (which may include the fire chief), though a failed inspection allows a follow-up. Building-official decisions on the checklist review or a CUP referral can be appealed to the Planning Commission. The checklist and application are posted on the city's website and accept electronic submittal and signatures.
