Coon Rapids, MN Soliciting & Door-to-Door: No-Knock Registry (2026)

Section 5-1519 of the Coon Rapids City Code lists eight prohibited practices for anyone licensed under Chapter 5-1500. Subsection (2) bars soliciting, peddling, or canvassing after 8:00 p.m. or before 9:00 a.m. unless the resident has already set up an appointment. Subsection (4) bars entering or conducting business on any property where a sign or plaque is conspicuously posted stating that no peddlers or solicitors are allowed, and requires that sign's lettering be at least one-half inch tall to count. Subsection (3) sets a separate, later curfew for transient merchants operating from a fixed location, who cannot run after 9:00 p.m. or before 9:00 a.m., except mobile food units, which may stay open until 10:00 p.m.

Subsection (1) bars attracting attention with loud or unusual noise, including shouting, an amplification system, a horn, or a bell. Subsection (6) bars occupying any public right-of-way or public property to advertise or conduct business, and subsection (5) bars using a City-defined sight triangle at a street corner for the same purpose. Subsection (7) bars creating a public nuisance as defined by state or local law, and subsection (8) bars selling by statements the seller knows or should know are false or misleading. The Police Department, community service officers, the zoning administrator, and the code enforcement manager can all cite a violation under Section 5-1515, and the Chief of Police can order an immediate suspension of a licensee's operations pending a City Council revocation hearing under Section 5-1517 if a violation is a significant safety hazard.
