Section 5-1503(3) of the Coon Rapids City Code defines a canvasser or solicitor as any person who travels place to place or house to house taking orders for future delivery of merchandise or services, whether or not they carry samples or collect advance payment. Section 5-1504 requires a license from the City Clerk before soliciting or canvassing anywhere in the City, issued per day, week, month, six months, or year, and Section 5-1505 exempts solicitors doing business strictly by appointment and social, political, or religious canvassers who neither sell goods nor solicit money.

Section 5-1506 requires the applicant's name, date of birth, home and local addresses, employer information, the goods or cause involved, intended dates of operation, and a valid State driver's license or ID card. Section 5-1508(1) routes every application to the Chief of Police for a background and moral-character investigation, and Section 5-1508(3) requires the City Clerk to issue the license within seven business days unless the Chief files a report showing good cause for denial; a felony, fraud, or moral-turpitude conviction within the preceding 10 years is grounds for denial under Section 5-1508(4).

Section 5-1509(2) requires every solicitor to wear a City-approved badge showing their name and, if applicable, their employer's name, and to carry and exhibit the original license or City-initialed facsimile to any police officer or person they approach. Section 5-1511 bars transferring a license to anyone other than the person named on it, and Section 5-1518 lets the City Council revoke a license after notice and hearing for fraud, misrepresentation, or conducting business as a public menace or breach of the peace.
